They also vote to allow the EU to implement an international treaty designed to make it easier for blind and visually impaired people to access books.
The Marrakesh Treaty would oblige EU countries to allow accessible books – such as those in Braille – to be made available to authorised organisations without permission from the rights-holders.
Its ratification has been delayed after a dispute over whether implementing the treaty was an exclusive EU competence.
Vision UK welcome this breakthrough for Blind and Partially Sighted people which will make many more books available in accessible formats.
